Joy Gold believes that our future is in healthy, prosperous communities that promote individual and family well-being. Towards that end, as an independent consultant since October 1997, she works with organizations to achieve its mission and public policy goals. She provides custom designed board or staff retreat facilitation for board orientation and understanding the functions of nonprofit boards, and strategic planning. Special projects include grant writing, organizational assessment and recommendations, and reports to the legislature. Organizations benefiting from these services have included areas such as healthcare, health insurance providers, pastoral care, childcare, health and human services, and agriculture.

Organizations and trade associations strengthen their advocacy through a full service menu that range from orientation to the legislative process, strategic planning for advocacy and corporate positioning in government arenas, legislative tracking reports, lobbying services and more. Gold's record and history of working with the government are instrumental in facilitating access, issue-based discussion, and policy resolution with elected officials in state government.

Prior History

Gold is a former Hill and Knowlton director of Government Relations, and worked on issues pertaining to Native Hawaiian rights, agriculture, healthcare, wood preservative treatment, telecommunications, the petroleum industry, and Hawaii's bid to dock the USS Missouri at Battleship Row at Pearl Harbor.

Prior to that, Gold worked at Kapiolani Health Care System (KHCS) for 11 years. At KHCS, she established and developed the Research and Grants Management Department and later was instrumental in the development of the Kapiolani Health Research Institute. Simultaneously, Gold served as the government relations liaison to state, federal, and county government. She was the system's registered lobbyist since 1990 and was appointed the director of government relations in 1994.

She has facilitated and negotiated state contracts, instituted health and human services policy changes with the executive branch, and has been invited to speak on lobbying, grant administration, and the role and function of nonprofit board of directors.

Other Information

Throughout the years, Gold has been involved in grass-roots coalition building, organizational needs assessment for nonprofits, board training, and advocacy for health and human services. She has been recognized as one of the state's experts on purchase-of-service contracting for health and human services, and was the appointed chair to the statewide Purchase of Service Advisory Council by Governor John Waihee. Gold graduated from the University of Hawaii in 1981 with a bachelor's degree in social work.
